Jean-Marie Kagabo is the Coordinator of GAPfish, the ILO Global Programme to Combat Human Trafficking at Sea. He supervised the publication of the 2013 report “Caught at Sea: Forced Labour and Trafficking in Fisheries” and the 2016 report “Fishers First: Good Practices to End Labour Exploitation at Sea”. He provides technical support to ILO projects implemented in Thailand and in South East Asia.

Jean-Marie Kagabo holds a PhD in Political Science from the University of Zurich, Switzerland.
